Air Force Enlisted Village

My mother lives there in independent living. On the surface everything looks great. Rent goes up every year and is pretty getting pretty expensive. There are weird rules like a resident can't stay the at another residents place, even if it's to help them after a medical procedure or if they just want to stay the night. When she moved into her 1 bedroom she had to pay a $3000 non-refundable resident fee. If she wants to change to 2 bedroom apartment then she has to pay another $3000 non-refundable fee (i think it might be $5000 now). If she needs to put gutters on the outside of her building to keep water from pooling, then she also has to pay for that. If she has a washer/dryer put in, then she has to pay for the washer and dryer, but can't take them if she leaves. If she dies while she's there, then they will take the following months rent from her checking account, even though she paid the non-refundable resident fee when she moved in and even if her stuff is moved out by the end of the month she passes. They are offering less and less activities for the residents. There are a lot of things like this going on, this is just a few of them. They are not as great as they look and I even question if some things are legal.
